SB 690 would (i) end private “pen register” and “trap and trace” suits under CIPA § 638.51 arising from websites and apps, making the California Attorney General the exclusive enforcer; (ii) reach back to retroactively cover claims already pending in actions commenced on or after January 1, 2025; and (iii) leave CIPA §§ 631 and 632, and every non-CIPA theory, untouched.
